OBJECTIVE: To plan, organize, direct and review the operations, maintenance and service of the Tribe’s newly established Tribal Utility. This includes the Tribe’s water and wastewater systems, solid waste services, waste disposal services; and any other newly established services under the responsibility of the Tribal Utility. This position will coordinate assigned activities with other departments and outside agencies. The Tribal Utility Director will provide highly responsible and complex administrative support to the Executive Director.

DUTIES:

• Seek out and obtain future funding from federal, state or private  agencies, organizations or foundations for the Tribal Utility program.
• Develop, plan and implement department goals and objectives; recommend and administer policies and procedures.
• Direct, oversee and participate in the development of the Tribal Utility’s Strategic Plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
• Develop and administer the Tribal Utility’s budget; direct the forecast of additional funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement mid-year adjustments.
• Coordinate the activities and communication of the Tribal Utility with Tribal departments, outside agencies and the public.
• Establish, interpret and enforce rules and procedures for operation, maintenance and safety.
• Research and prepare necessary correspondence including technical and administrative reports and studies.
• Conduct oversight of consultants and contractors.
• Respond and take charge in emergency situations affecting water and wastewater.
• Select, train, motivate and evaluate personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the Tribal Utility.
• Represent the Tribe to outside groups and organizations; participate in community and professional groups and committees; provide technical assistance as necessary.
• Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.
• Establish and maintain effective working relationships with co-workers and all others contacted in the performance of assigned duties.
• Utilize appropriate safety procedures and practices for assigned duties.
• Work safely and cooperatively with others.
• Follow and enforce rules and regulations.
• Perform short range and long-range planning.
• Conduct workshops, community meetings, and other public forums for gathering public input and identifying Tribal community needs.
• Administer all manner of contracts, including but not limited to grant awards, construction contracts, consultation contracts, and related third-party agreements.
• Undertake special projects and assignments as assigned by the Executive Director.

KNOWLEDGE AND SKILLS REQUIRED FOR POSITION:
Knowledge of:
• Water & wastewater system construction, operation and maintenance including related equipment.
• Principles and practice leadership, motivation, team building and conflict resolutions.
• Pertinent Tribal and Federal laws, rules and regulations regarding water and wastewater operations.
• Emergency response procedures for water and wastewater industry.
• Occupational Safety and hazards precautions of the work.

Ability to:
• Plan, direct and control the administration and operations of the Tribal Utility.

EDUCATION AND EXPERIENCE REQUIREMENTS:
• A Bachelor’s degree from an accredited college or university with major in engineering, science (or closely related field) is required.
• Five years of front-line management experience required.
• Must be flexible in work scheduling during the work week and on weekends.
• Individual must have a high level of interpersonal skills to handle sensitive and confidential situations professionally. This position requires constant interaction with Tribal leaders, public officials and non-tribal professional organizations.
• Travel on and off the Spokane Indian Reservation is required.
• Must be able to pass a drug test and all required background checks as required by the Spokane Tribe of Indians.
• Must have and maintain a valid driver’s license and be tribally insurable.

OTHER:
• Four years of progressively responsible experience in the operation and maintenance of water and wastewater systems is preferred.
