INTRODUCTION:

The Spokane Tribe of Indians Tribal TANF Program promotes and supports Tribal children and their families reaching their full potential of becoming healthy, productive, and self-sufficient.  This is done in a way that protects and benefits the Tribal children, respects and preserves their culture, values traditions, gives families access as well as input into the full range of programs and services to promote their self-esteem, independence, self-sufficiency and their educational experiences.

The Pauline Stearns Early Learning Center provides a safe and developmentally appropriate environment that is culturally relevant to children and families which reside, work, or attend school on the Spokane Indian Reservation.  The primary emphasis of the program is to provide Early Childhood learning in an educational setting.  The Early Learning Center promotes competence in our children, parent alliances, community collaboration and proficiency in our staff.

STOI-477/TANF Pauline Stearns Early Learning Center staff will provide continuous supervision of children in a safe and developmentally appropriate environment under the direct supervision of the STOI-477/TANF Pauline Stearns Early Learning Center Manager.

MAJOR DUTIES & RESPONSIBILITIES:

  • Emphasize nurturing and responsive practices, interactions, and environments that foster trust and emotional security; are communication and language rich; promote critical thinking and problem-solving; social, emotional, behavioral, and language development; provide supportive and positive feedback for learning; motivate continued effort; and support all children’s engagement in learning experiences and activities
  • Include developmentally appropriate learning experiences in language, literacy, social and emotional development, math, science, social studies, creative arts, and physical development that are focused toward achieving progress outlines in the Early Learning Center Program Requirements;
  • Encourage family style meals;
  • Implement meal time in a way that supports development and learning; must be structured in accordance with PSELC Program Guidelines and Early Achievers requirements;
  • Teach basic skills to children such as potty training, dressing, and feeding self;
  • Approach routines for personal hygiene, transition between activities, provide opportunities for strength and personal growth; Attend to children’s basic needs by feeding them, dressing them, etc.
  • Implement well-organized learning environments with developmentally appropriate schedules, lesson plans that include but are not limited to indoor and outdoor learning experiences; experiences should provide adequate opportunities for choice, play, exploration, and experimentation among a variety of learning, sensory, and motor experiences;
  • Establish clear objectives for all lessons, units, and projects and communicate those objectives to children;
  • Integrate child assessment data in individual and group planning within Lesson Plans;
  • Adapt teaching methods and instructional materials to meet students varying needs and interests in accordance with Program Requirements and Early Achievers;
  • Include teacher-directed and child-initiated activities that include active and quiet time; including but not limited to individual, small and large group activities;
  • Conduct and assess quarterly developmental observations and submit reports in a timely fashion; Observe and evaluate children’s performance, behavior, social development, and physical health;
  • Observe and evaluate children’s needs and wants for those non-verbal (infant, toddler, etc.,); and respond in a positive, supportive, age appropriate manner;
  • Conduct quarterly parent meetings in accordance with PSELC Screening and Assessment Policy;
  • Identify children showing signs of emotional, developmental, or health-related problems and discuss them with supervisors, parents or guardians, and child development specialists;
  • Communicate with parents effectively to ensure parents are well-informed of child’s PSELC daily routine, activities, and behavior;
  • Meet with other professionals to discuss individual students’ needs and progress as applicable; 
  • Establish and enforce teacher-led and child-led rules to promote Positive Behavior to maintain order in the classroom in accordance with Program Guidelines and Early Achievers;
  • Read developmentally and age appropriate books to entire class or to small groups
  • Provide a variety of materials and resources for children to explore, manipulate, and use, both in learning activities and in imaginative play.
  • Assimilate children to the school environment by greeting them, helping them remove outerwear, and selecting activities of interest to them.
  • Serve meals and snacks in accordance with CACFP guidelines;
  • Enforce all administrative policies such as Minimum Licensing Requirements and Early Achievers;
  • Plan and conduct activities for a balanced program of instruction, demonstration, and work time that provides students with opportunities to observe, question, and investigate.
  • Arrange indoor and outdoor space to facilitate creative play, motor-skill activities, and safety.
  • Demonstrate activities to children;
  • Organize and label materials and display students’ work in a manner appropriate for their ages and perceptual skills;
  • Attend staff meetings and serve on committees as required;
  • Select, store, order, issue, and inventory classroom equipment, materials, and supplies.
  • Supervise, evaluate, and plan assignments for teacher assistants;
  • Confer with other staff members to plan and schedule lessons promoting learning, following approved curricula;
  • Prepare materials and classrooms for class activities;
  • Other items as provided in accordance with Program Requirements and Early Achievers;

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR POSITION:

  • Knowledge of Native American culture, traditions, and language;
  • Knowledge in working with low-income children and families;
  • Knowledge of public assistance laws, rules, regulations, service programs and child care programs;
  • Knowledge of customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction;
  • Knowledge of early childhood development, child development stages, and developmentally appropriate practices;
  • Knowledge of Early Learning Program Requirements for early childhood/childcare services;
  • Knowledge of principles and processes for providing services to children and families;
  • Knowledge of human behavior and performance, individual differences in ability, personality and interests, learning and motivation;
  • Knowledge of Creative Curriculum, Emergent Curriculum, Thematic Curriculum, or project approach method and/or other curricula as deemed appropriate;
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects;
  • Knowledge of Teaching Strategies Gold
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar;
  • Knowledge of relevant equipment, policies, procedure, and strategies to promote overall safety for the protection of people, date, property and institutions;
  • Skill in observation and data collection;
  • Skill in effective verbal and written communication;
  • Skill in submitting reports in a timely fashion.

MINIMUM REQUIREMENTS AND QUALIFICATIONS:

  • Must be 21 years of age or older and must have a High School Diploma or GED.
  • AA Degree in Early Childhood Education required or willingness to obtain within four years of hire date.  Must make progress towards meeting this requirement as soon as hired. (A signed Educational Agreement required upon hire);
  • One year (1) experience working with children 6 weeks – 6 years in a group setting is required (or a combination of work and education pertaining to Early Childhood Education);
  • Initial Basic STARS 30-Hour Training required within three months of hire date and ability to complete 10 hours as required on an annual basis;
  • Ability to obtain the following certificates and licenses within the specified time frame:
    • Blood Borne Pathogens (1 Month),
    • Food Handlers Certification (2 months),
    • First Aid and CPR Certification Infant and Child (2 months);
  • Ability and willingness to maintain absolute confidentiality of sensitive information for both external and internal systems;
  • Successful clearance of Criminal History and Background inquiry—Tribal, State and Federal;
  • Successful clearance of National Child Abuse Registry and Neglect Data System;
  • Current and up-to-date immunizations including a current negative TB skin test, annual influenza vaccine, TDap in lieu of Tetanus vaccine, Hepatitis B Vaccination—preferred and required within one month of hire date;
  • Ability to lift and maneuver small children on an ongoing basis and the necessary physical dexterity to work with small children 30-50 lbs. on average (bending, stooping, kneeling, crawling, lifting, etc.);
  • Employee must be willing to travel to all required trainings pertinent to position annually;
  • Previous experience working with low income children and families;
  • Previous experience working with Native American clientele and understanding of their cultural needs; 
  • Must work well with others
  • Valid Washington State Driver’s license and ability to be Tribally insured required
