Under the general supervision of the Lead Communications position, Communication Operators/Dispatch duties include:  Being responsible and handling all incoming communications via telephone, radio, email and in person; and are then responsible for recording and documenting such communications and resultant dispatching of emergency police, fire and medical services. They are responsible also for the maintenance of records and various legal documents as well as the performance of various clerical duties. Duties may include compilation of statistics, creation of reports, reporting, filing, and indexing. Work involves the use of office machines and equipment, including radio, audio video, multiple computer programs and other standard office machines often times simultaneously.


  • The incumbent must be able to carry out and give complex instructions;
  • Interpret a variety of instructions in written, oral, picture, or schedule form; understand, interpret and apply laws, rules, or policy to specific situations;
  • Add, subtract, multiply, and divide whole numbers, percentages and fractions;
  • Prepare routine correspondence; prepare accurate documentation; compile and prepare reports;
  • Respond to routine inquiries from public and/or officials to communicate effectively complex information;
  • Maintain records according to established procedures and policy;
  • Handle sensitive or technical inquiries from contacts with officials and general public while maintaining confidentiality;
  • Develop and maintain effective working relationships;
  • Operate a two-way radio to receive and transmit messages and operate clerical equipment;
  • Receives and transmits emergency and non-emergency calls and logs all phone calls and radio transmissions under high stress and casual conditions;
  • Keep accurate logs of warrants, summons, dispositions, etc. into according to policy and by use of Spillman CAD system;
  • Dispatch and direct emergency personnel, consider call priority, availability and the number and types of personnel needed;
  • Solicit informational responses, coordinate and communicate responses and monitor on-going activities as received by field units and reporting parties;
  • Assist in providing on-the-job training for new Operators and other departmental personnel designated for training;
  • Exercise discretion in a manner consistent with Departmental Policy, Procedures and Information Privacy;
  • Accountability for compliance with departmental policy and procedures, orders, and directives;
  • Understand and operate within judicial processes and jurisdictional limitations;
  • Ensure workplace safety; 
  • Employee must be able to perform: data entry; word processing; computer operation and other forms of modern department equipment;
  • Must possess the ability to perform all duties in a professional manner regardless of public demeanor or personal relationships.


Must have a working knowledge of the layout of the Spokane Indian Reservation or able to learn; exceptional spoken and written English language skills; basic knowledge of (or trainable in) radio procedures; basic knowledge of (or trainable in) departmental policies, practices and standard operating procedures; knowledge of appropriate community emergency resources and the understanding of how to initiate their use. Knowledge of Spillman or similar systems and knowledge of Privacy Act for the purpose of confidentiality.

Must have exceptional computer skill as it relates to input and extracting data.


Job may entail working under highly stressful circumstances. This position performs technical duties of receiving and relaying information in a rapid, precise manner that could have substantial consequences if done incorrectly. This position requires knowledge of computer operation and professional level typing skills.


Receive requests for emergency and non-emergency services (requests may be in person, via telephone, via radio network or via teletype). Obtain sufficient information to determine the appropriate agency, and if emergency or administrative action needs to be taken.


As this position is administered under the authority of the Public Law 93-638 (A13AV00232) contact between the Spokane Tribe of Indians and the Bureau of Indian Affairs. All positions must comply with the provisions of 25 CFR 12.11 and evaluated under the guidelines set forth by the Spokane Tribe of Indians employment policy and 441 DM 5.

5.1 General Requirements.

The adjudication criteria are applicable to Federal applicants/employees, consultants, contractors, and other classifications of individuals who are subject to a background investigation. Individuals whose conduct and behavior are such that entrusting them with classified information, assigning them to sensitive duties, or assigning them to a position of public trust is clearly consistent with the interests of national security or the efficiency of the Federal service.


  • High School Diploma or equivalent.
  • Possess a valid Washington State driver's license, have a good driving record to be Tribally insurable.
  • Must be able to pass a background check.
  • Must be able to effectively speak and write/type clearly in English.
  • Must be able to hear normal spoken conversational speech and phone conversation.
  • Must be able to see clearly at close distance and on computer monitors.
  • Must pass a pre-employment drug screen test and random drug testing thereafter.
  • Ability to prepare and maintain concise, detailed, and accurate records and reports.
  • Ability to effectively work and communicate with coworkers, the general public and public officials.
  • Ability to calmly handle emergency situations.
  • General knowledge of computers with the ability to use required software; MS Word, Excel and Computer aided dispatching systems.
  • Willingness to work rotational shifts, holidays, weekends and be on call 24/7.
  • Willingness to attend any and all additional training as required by the position.
  • Incumbent must pass required training for position and then be subject to a 90-day probationary period. This training may require travel out of the area for up to two-weeks.
  • Incumbent must be free of any domestic violence or felony convictions.
  • Incumbent must be free of any misdemeanor convictions for the past 5 years.
  • Incumbent must have a telephone for on-call status.
  • Must maintain strict confidentiality

All Communications Operators and Lead Dispatchers will be subject to an extended probation period, the standard 90 day probation period will begin once the required training is completed.
