INTRODUCTION:

Permanent rules under the Forests and Fish Report (FFR) were adopted in 2001 to provide adequate protection for aquatic and riparian resources and comply with both the Endangered Species Act (ESA) and Clean Water Act (CWA). In July 2009, the Washington State Department of Ecology gave a conditional extension of the Clean Water Assurances which continues these protections through the Washington state Adaptive Management program. The incumbent will perform a wide variety of forestry and wildlife related projects in Stevens, Spokane & Lincoln Counties. Forestry work will include specific work related to Washington State's Timber, Fish and Wildlife (TFW) program and Forests & Fish (FFR) program to monitor timber harvest activities on private and state lands within the Tribes Usual & Accustom lands.

MAJOR DUTIES:

  • Review State Forest Practice Applications (FPA) to include the field review of state applications on Fee Land within the Exterior Boundaries of the Spokane Tribe of Indians (STOI) & within the tribes Usual and Accustom lands.
  • Will field verify water type modification submittals from private landowners in Stevens, Spokane and Lincoln Counties.
  • Will participate in Washington States’ Forest and Fish Report (FFR) Compliance Monitoring efforts with WADNR, WDFW, DOE, and timber industry representatives.
  • Assist FFR Project Manager for studies scoped by the Scientific Advisory Group Eastside (SAGE).
  • Will participate in interdisciplinary teams related to FFR & Forest Practices with WADNR, WDFW, DOE, and timber industry representatives within the STOI Usual and Accustom lands.
  • Read & submit comments on documents related to the FFR & TFW Program.
  • Assist with wildlife and habitat related work in areas important to the Tribe.
  • Other Duties as assigned.      

MINIMUM REQUIREMENTS:

  • A Bachelor’s degree in Forestry, Biology, Natural Resource Management, Environmental Science or related field. Experience a plus.
  • Must have a valid Washington State Driver’s License, reliable transportation, and be tribally insurable.
  • Must be able to work independently, in rugged terrain, in remote areas.
  • Be willing to travel extensively throughout Stevens Co., Lincoln Co., and Spokane Co., WA.
  • Must be in excellent physical condition and be able to work in inclement weather conditions and rough terrain, to include carrying 30+ pounds routinely.
  • Familiarity in the use of standard forestry equipment: compass, map, GPS unit(s), clinometer, densiometer, hip chain, field tape, and DBH tapes.
  • Familiarity with maps and GPS functions.
  • Ability to identify riparian tree and plant species and their associations.
  • Experience with water quality equipment a plus.
  • Experience with Geographic Information Systems (GIS) a plus.
  • Experience in the use and application of standard computer programs and associated software.
  • Ability to communicate effectively with verbal and written instructions and work with co-workers, tribal programs, general public and other agencies.
  • Must be able to work with diverse cultural, professional and technical interdisciplinary teams.
