INTRODUCTION:

The Fuels Management program is primarily funded through the Bureau of Indian Affairs Wildland Fire Management program and functions to reduce the risk of wildfire on the Spokane Indian Reservation.   The Fuels Management Technician will support the Fuels Management program with the planning, implementation, and monitoring of hazardous fuels reduction projects such as pre-commercial thinning, chipping, forest mowing and masticating, and prescribed burning.  The incumbent will participate in wildland fire safety training techniques, practices, and methods of wildland fire management to include performing wildfire preparedness and suppression support.  This is an arduous position and will be subject to medical screening and physical fitness testing.  

MAJOR DUTIES:

Level 1

  • Locates ownership lines for fuels project boundaries.
  • Assists in the field with flagging, tagging and general mapping of project areas.
  • Assists in collecting data for a variety of fuel-monitoring projects, including stand exams, fuel line transects, and fire regime condition classifications.
  • Performs fire suppression and preparedness duties as assigned.
  • Maintains minimum fire line qualifications for Firefighter Type 2.
  • Performs other related duties as assigned.

Level 2

  • All duties associated with Level 1.
  • Uses GPS to create electronic files for fuels projects and to locate property lines and corners.
  • Uses ArcGIS computer mapping software to create maps and to determine acreage for fuels projects.
  • Serves as project leader on less complicated fuel projects.
  • Assists staff to complete hazardous fuels reduction projects. This could include operating a chipper, tractor, or skid steer, utilizing chainsaws and piling slash.
  • Assists staff with posting bid opening advertisements and preparing bid packets.
  • Assists staff with contract administration. Completes inspection forms and prepares invoices as appropriate.
  • Assists resource professionals in field survey efforts such as fuel inventories and fire effects data collection. 
  • Assists staff with analysis of collected field data to determine fuels treatment effectiveness.
  • Maintains minimum fire line qualifications for Firefighter Type 1.

Level 3

  • All duties associated with Level 2.
  • Uses GPS to collect, correct and create electronic files for fuels projects and to correctly locate property lines and corners.  Able to select proper background layers for traversing property lines and corners.
  • Uses ArcGIS computer mapping software to create and populate a database to track fuels projects.
  • Serves as project leader for specific fuel projects.
  • Serves as crew leader for seasonal fuels crew (up to 10 people) as directed.
  • Directs and instructs seasonal crew to accomplish hazardous fuels reduction projects.
  • Able to perform routine maintenance and minor mechanical repairs to fuels equipment, including but not limited to vehicles, chainsaws, chipper, tractor, and skid steer.
  • Prepares forest work contracts, bid forms and advertisements and oversees bid openings.
  • Administers contracts for quality and completeness and completes invoices for payment.
  • Directs and instructs staff in field survey efforts such as fuel inventories and fire effects monitoring.
  • Conducts analysis of collected field data and makes recommendations on fuels treatment effectiveness.
  • Serves as Burn Boss 3 or Firing Boss on prescribed burn projects.
  • Maintains complete and timely office records.
  • Maintains minimum fire line qualifications for Single Resource Boss (Engine/Firing Boss).

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Must be able to effectively communicate in writing and verbally with supervisor, co-workers, and the general public.
  • Must be willing to travel to develop knowledge, skills, and abilities.
  • Knowledge to perform routine fire suppression or prescribed fire assignments and maintain firefighting tools and equipment.
  • Ability to perform duties under stressful and adverse operating conditions, such as long work hours, heavy workloads, emergency situations, and poor working and environmental conditions.
  • Working knowledge of fire behavior, hazards and accepted fire safety practices and procedures to prevent injury and loss of life.
  • Knowledge of tribal and ICS reporting requirements and procedures.
  • Experience with collection, retrieval, correction, and storage of GPS data in GIS preferred.
  • Knowledge of fire monitoring and data collection procedures preferred.
  • Experience with Microsoft Office Suite; Word, Excel, and Access preferred.

MINIMUM REQUIREMENTS:

  • Must be at least 18 years of age.
  • Must have and maintain a valid driver’s license and be insurable with the Spokane Tribe.
  • Previously qualified as a Firefighter Type 2.
  • Must pass a physical exam, a physical fitness test for arduous positions and attend refresher training as appropriate to qualify as a firefighter.

OTHER:

  • Must maintain arduous duty eligibility under the BIA Medical Standards Program.
  • Must maintain arduous duty fitness level under the BIA Work Capacity Test.
  • Experience with collection, retrieval, correction, and storage of GPS data in GIS preferred.
  • Knowledge of fire monitoring and data collection procedures preferred. 
  • Will be required to supply at your own expense, lace-up boots with Vibram soles and constructed entirely of heavy leather that extends a minimum of 8 inches above the heel cup (inside of boot).
